Cosmetic Label Review

Your label is the first thing consumers and inspectors see. We review it against Article 19 of Regulation (EC) No 1223/2009 and the common criteria for cosmetic claims, so it is compliant, clear and defensible. After the CPSR is finished, a draft label is prepared for each product.

What we check

  • Regulatory compliance – each country or region has specific requirements for cosmetic labelling, including the language of the label.
  • Mandatory information – name and address of the responsible person, country of origin for imports, nominal content, date of minimum durability or period after opening, batch number, function of the product and the list of ingredients (INCI).
  • Warnings and directions for use – verified against the restrictions in the Annexes and the conclusions of the safety assessment.
  • Fragrance allergens – labelled according to the extended list introduced by Regulation (EU) 2023/1545.
  • Claim substantiation – claims like “anti-ageing” or “hydrating” must be substantiated with appropriate tests and evidence to avoid misleading consumers.

Claims and statements

When used properly, your claims are your strength. Think about your labelling – what do you want to say about your product? What marketing claims do you want to make? Try to avoid words like “relieve”, “restore” and “replenish”: claims with these terms tend to fall foul of the cosmetic regulation. Remember that cosmetic products are for external use and are meant for cleaning, perfuming, protecting or changing the appearance – not for healing or relieving anything.

All claims must meet the six common criteria of Regulation (EU) No 655/2013: legal compliance, truthfulness, evidential support, honesty, fairness and informed decision-making. We check your claims and help you make your label unique, based on the ingredients your product is made of.
